History of the Ministry of Social Welfare (MoSW)
After the partition of India in 1947, Mohajers (migrants) came to this country from India. For this reason, many social problems, including slum problems, twisted in the then provincial capital Dhaka. To solve these problems, Urban Community Development Programme was introduced in the Kaettuli area in Dhaka under the Directorate of Health in 1955. Besides this, Through a resolution in 1956, the Social Welfare Council was established to solve social problems and give inspiration and cooperation to voluntary social workers and organizations.

Declaration of Voluntary Organization (Registration and Control) Ordinance passed in 1961 to regularize the activities of voluntary organizations. In the same year, Social Welfare Directorate was created under the Ministry of Health and Social Welfare to operate the Vagrant Welfare centres transferred from the Ministry of Relief, Government Orphanages transferred from the Directorate of Education, and Hospital Social Services Programme moved from Social Welfare Council.

In 1972 Ministry of Labour and Social Welfare started its activities befitting an Independent country. At the same time, Bangladesh Social Welfare Council was founded through a new resolution. In 1974 Department of Social Welfare has raised from the Directorate of Social Welfare under the Ministry of Labour and Social Welfare to expand the activities of the Social Welfare Directorate all over the country and to appropriately solve the social problems of the newly independent country under the direction of Father of the Nation Bangabandhu Sheikh Mujibur Rahman. The history of the Bangladesh microcredit programme has started for the first time named as Rural Social Services Programme. Department of Social Welfare was a permanent nation-building department since 1978.

In 1984 Department of Social Services has created under the Ministry of Social Welfare and Women Affairs, which was recognized by the Division of Social Welfare through the recommendation of the Administrative Committee for Restructuring Government Divisions.
Sheikh Zayed bin Sultan Al Nahyan Trust (Bangladesh) has founded through an agreed resolution between the Government of Bangladesh and the Abu Dhabi Fund for Arab Economic Development, financed by Honorable President of the United Arab Emirates Sheikh Zayed bin Sultan Al Nahyan. Later on, it is placed in the Ministry of Social Welfare.

On 9th November 1989 Ministry of Social Welfare (সমাজকল্যাণ মন্ত্রণালয়) started as a completely separate ministry with a single name. On 21st December 1989, the Allocation of Business of the Ministry of Social Welfare has identified.
The industrial unit of the Employment and Rehabilitation Complex for Physically Handicapped at Tongi has been established with financial and technical assistance from the Government of Bangladesh and the Swedish International Development Authority (SIDA). As a symbol of friendship, the industrial unit has been named MoitryShilpa (The Industry of Friendship). On 12th December 1990, the Government formed a trust called Physically Handicapped Welfare Trust and handover the MoitryShilpa to the Board of Trustees.
In 1999 the National Foundation for Development of the Disabled Person had registered under the Societies Registrations Act 1860 for the development and empowerment of the Person with Disability in the country. The Memorandum and the Constitution have also been prepared. In 2000 the National Foundation for the Welfare of the Disabled had placed in the Ministry of Social Welfare. An initiative has been taken to transform the National Foundation for the Welfare of the Disabled into a full-fledged department.
In 2013 Protection for Neuro-Developmental Disabled Trust Act 2013 has approved by the National Parliament. Under this act, in 2014 Neuro-Development Disabled Protection Trust was formed. It is the newest organization of the Ministry of Social Welfare.

Major Functions of the Ministry (MoSW)
Formulate and implement policies relating to social welfare;
Improve the standard of living of disadvantaged segments of the population;
Facilitate registration of voluntary social service organizations;
Provide education, training and rehabilitation services to the destitute, orphans, and helpless children;
Provide education, training and rehabilitation services to persons with disabilities;
Provide rehabilitation and developmental support to vagrants, Children's conflict with law and contact with law and persons prone to social crimes; implementation of probation and other aftercare services.

Bangladesh National Social Welfare Council (BNSWC)
Bangladesh National Social Welfare Council (বাংলাদেশ জাতীয় সমাজকল্যাণ পরিষদ) is the national council responsible for carrying out social welfare activities and programs in Bangladesh. It is located in Dhaka, Bangladesh.
Bangladesh National Social Welfare Council traces its origins to Social Welfare Council in 1956 to look after the welfare of Biharis who moved to East Pakistan after the Partition of India. After Bangladesh became an independent country in 1971, the council was founded through a resolution in parliament and renamed Bangladesh Social Welfare Council. It was placed under the Ministry of Labour and Social Welfare. In November 2008, Special Assistant for Telecommunications to the Chief Adviser of the Caretaker government of Bangladesh, Brigadier-General M. A. Malek inaugurated the website of the Bangladesh National Social Welfare Council.[6] Non-government organisations are registered with the council.
